Does it meet spec?
From the manufacturer
The working end is a matched pair of long, finely tapered cones. Because the taper runs further than on a standard bird beak, the operator can slide the wire up or down the cone to pick the exact loop diameter wanted, then form helices, closing loops and small curvatures in light archwire with control. It is the plain version of the pattern — 1729-13 adds a locating groove for reproducing identical loops, and 1726-13 is the shorter-bodied Light Wire Bird Beak equivalent. Unlike the 1726-12 and 1726-18 models on the same page, this one carries no carbide insert symbol, so the beaks are plain stainless throughout.
