Torque is placed by rotating a rectangular archwire about its own long axis rather than bending it in a plane. That needs two points of purchase on the same wire: the plier's slotted beaks grip one point while the separate key bar engages a second point a short distance along, and rotating the key against the held plier twists the segment between them by a controlled amount. Supplying the key as a loose bar rather than a second plier lets the operator set the working span to suit the case. This is the narrow-beak version, for placing torque over a shorter span and in tighter inter-bracket spaces; 1750-11 is the same instrument with wide beaks. It differs from the 1750-15 / 1750-20 male-and-female torquing pairs on G-19, which work as two matched pliers rather than plier-and-key.
